HI. I was thinking of making a Screenshot Contest f the Month. each month, competitors post their own best screenshots from celestia. when that is done, people can vote for the best picture from the nominators.

I think that would be a fun idea! It can include images from fictional addons too can't it? I've got plenty of those.

I don't think you need anyone's permission.
However, I'd suggest that people only post "thumbnails" on the Forum with URLs that link to the corresponding full resolution pictures.
It's very annoying to have to wait for long downloads that you've already seen.
Here's one way to do it:
The url of the large, high resolution image is inside the brackets, between "[url=" and its closing "]"
The url of the thumbnail image is between "[img]"%20and%20its%20closing%20"[/img]".
As a result, the low resolution thumbnail is drawn and acts as a link to the high resolution screengrab.
It looks like this:
Click on this thumbnail to see the full-resolution picture.
