They're available in the new version of numberedmoons.ssc at:

A compatible version of poormoons.ssc (new moons with poorly defined orbits) is available, courtesy of Selden at:
http://www.lepp.cornell.edu/~seb/celestia/hutchison/poormoons.html.
It includes the new Keeler Gap moon, 2005 S1.

I would imagine that newly-discovered moons do not have enough observations to pin down an accurate orbit. However, I e-mailed Horizons to ask about newly discovered moons and got a different answer from Jon Giorgini, author or Horizons:
Cassini-discovered satellites are delayed until the principal
scientist permits the data for public use. Typically, they announce
the discovery, then write a paper which can take many months to be
published, and only then we can make it available on Horizons.
