There are no really specialized programs by means of which you may generate textures (via pushing buttons).
People who do these textures (including myself) use general & sophisticated programs for image manipulation (GIMP, Photoshop, ImageMagic etc.), standard techniques of that trade, and hires raw textures from various space programs...
You should first learn basic techniques of image manipulation, such as how to handle texture transparency, specular lights, what layers and channels are and how various filter operations and maps are used. There is lots of literature & tutorials in the net, if you are really interested. But this is nothing for "quickshooters";-)
Last not least you need a sufficiently powerful CPU and most of all, lots of RAM. You also must know or learn how to configure your machine to handle textures that are much much bigger in size than your RAM capacity...
Bye Fridger
If your making textures of the 9 planets and you are interested in your own artistic ideas of how they should look...go by Fridgers post above...Use the GIMP as its free...
Otherwise why bother as there is tons of maps of the planets on the net...
If you are interested in making fictional planets than heres the plugin to use if you have photoshop: http://www.flamingpear.com/lunarcell.html

re
I use GIMP and a free copy of photoshop elements (came with my scanner )
ps is faster for air-brushing but gimp is a better tool
also for the vt's i am now using nip/vips for making the tiles
on my sys. vips is a whole lot faster tham image magick ( 8 min vs 1.5 hours
for a 16k and 12 min for a 32k vs 3+ hours
if you want to learn to use the software then dive in
that is how i got started , i wanted to learn how to make them, and learn to use the computer
