If you are asking if you can create or modify the stars.dat file the answer is no. The stars.dat file is in a different format than .stc files. That is why it loads faster. It can not be changed. There can be only one stars.dat file in Celestia. So the only way to add stars to Celestia is with a .stc file. Sorry.

If you have any questions, just post a reply and I will try to answer them.

While there can be only one stars.dat, there's no reason you can't have your own private copy that incorporates whatever changes you want for your own copy of Celestia. But you can't expect other people to be able to use it with their own copies of Celestia, since it's likely to conflict with other Addons that they might have.

p.s.

The source code of the program used to generate Celestia's stars.dat is available at

Celestia is looking for extensions in extras folder (ssc, stc etc.)

The question is: can it be made to search for "dat" extension in extras folder so an addon of M4 globular cluster with stars only from M4 not found in "stars.dat" can have "M4.dat" (binary code) instead of "M4.stc" (text code).

By adding another line in celestia.cfg means thet the M4.dat has to be placed in data folder so textures have to go in the main textures folder
That will create a big confusion

Addons like "Association Cyg OB 2" from celestia motherlode will not be so slow on loading
