a) This guy (Donald E. Simanek) apparently has never learned much math, otherwise he had plotted the earlier data in logarithmic scaling.

b) That plot in Donald E. Simanek's paper is not pseudoscience, really. It just reflects our improved ability to measure the Hubble parameter H0 in the course of time. These measurements of H0 culminate of course in the recent precision data from WMAP (which Donald E. Simanek apparently has never heard of ).
