Your symptom is consistant with having downloaded the wrong file: a web page instead of the install program.

Are you using a download accelerator or using right-mouse-button-menu "save link as..." ?
Neither of them can work.

You have to left-click on the link. The link that seems to point to celestia.exe actually links to a page which asks which download site you want to use. Trying to run that page as if it were a program can't work.

steps I followed:
1--the page I listed above
2--left-clik on 'download' at the right
3--left clik on windows xp version
4--i'm at the 'mirrors' page, left clik on 'download' -[pheonix]
5--security pop-up....I clik 'download'
6--file download dialog box: celestia-win32-1.3.2.exe..I clik 'run'

instantly THIS pops up:

Your mistake is in line 6.
Do not select "Run"
Select "Save"
You'll get a "Save as..." popup menu.
Specify an appropriate location for where the installation program should be placed (e.g. the desktop).

After the download has completed, then double click on the installation program's icon to run it.

Then something is damaging the file in transit.
Is it the right size, for example?
Compare the size that it has on your system with the size it has on the server. It should be ~12MB.
