Celestia is an exe file -- a runnable program. You don't open it with another program.
Almost all of the catalogs (they have filetypes stc, ssc and dsc) that come with Celestia are plain text files.
Specify "select a program from a list" and make Notepad the default program to use to look at them.

Surface textures for models (e.g. maps for planet surfaces) can be made with any paint program. They're just pictures.
3D models have to be created using a 3D design program. Many people in the Celestia community use Anim8or. It's free and has a relatively simple set of commands. There are many others; some are free and some are extremely expensive.

Celestia is pretty accessible if all you want to do is look at things. But if you want to make addons then you need specific skills and software (or at least you need to be willing to take the time to learn them). To make models yourself you'd need a 3D modeller. To make textures you'd need a graphics program (preferably something on the level of Photoshop). To write scripts you need a basic understanding of programming. It's not really our place to help you to get this basic understanding - you have to gain experience and familiarity with those programs and the principles behind them yourself.
You also seem to be unfamiliar with basic computer use too. Installing Celestia is quite simple - you download the program (e.g. from here: http://www.celestiaproject.net/~claurel/celest ... .0pre7.exe ), you doubleclick the file that you downloaded, and follow the instructions on screen. Then once that's done you click on the Celestia icon (a shortcut to celestia.exe) that was created by the installer on the desktop.
If you still get error messages then that's probably an issue with your computer setup rather than a problem with Celestia itself, in which case we can't help you because we don't know how your computer is set up. I can't see any reason why your PC would claim that it cannot open celestia.exe or why it would even care what program created it.
And can you also please not write in "script kiddie leetspeek" language on the forums? You're not typing a text message on a cellphone here.
