i was planing to do a ssc file for the city locations, so how this numbering system for the cities, hometowns, etc, is given priority?
like a country capital 100
then what is for the , other cities, districts, towns, famous places etc goes

It is related to the size of the object and is used to determine whether or not you are close enough to the object for Celestia to display the label.

i have that in my disk, but see, i am from Kerala a state of India,i saw they have given more importance to other states in INDIA, see among the 35 divisions (states,UT's) , only KERALA is the 100% litreate state, and nothing beats the cochin city, when i started looking at the locations after loding those , world locations small, and big, files, i got hot tempered, i am not plannig to make such a big file ,
but for the peace of mind, in my computer, i want to give the Kerala, some more importance,

I believe the "importance" in those locations files is based strictly on population. That is the common cartographic convention. But you can easily change them however you wish to suit your personal tastes.

if you don't want or are unable to follow the detailed math/statistical steps, just watch out for the brief section "Strategy", where the underlying idea is summarized in simple wording.
Of course one may base the importance on any kind of useful sorting criterium. It's a completely general concept. On Mercury, on Mars or on the Moon the population is ZERO throughout, yet my scheme was applied equally

Any chance of an updated version making its way into Celestia 1.5.0?
I have some suggestions
First, the capital of Burma/Myanmar is no longer Rangoon/Yangon, but Naypyidaw. There might be other new capitals around, but it's the only one I noticed.
Second, I thought - what about assigning altitude to the cities? Some of them, Addis Abbeba for example, are quite a bit above sea level. But maybe it would look odd from some angles....
Third, couldn't the script cia-extract.pl be put in CVS? That way I'd have run it and submitted a patch myself
I would have posted this on SourceForge, but there seems to be a problem with the tracker ATM.

Update info is always welcome. Yes, I will anyway add more PERL scripts of mine to forthcoming Celestia distributions. So this is a good idea.
Altitude info seems exaggerated for the default distro, since the earth texture sizes are so small...
Besides my location file with just the capitals in the default distro, I recommend my kingsize location file with 40000+ locations on Earth.
