I put up a Windows CVS Celestia executable here: http://www.rit.edu/~bjr5096/celestia/celestia.html I will try to keep it updated.

YES, certainly. You need the galaxy template files from my TextureFoundry

and put them into the Celestia root directory.
But we had that point before. It is entirely independent of Windows.
I have better templates meanwhile, but before committing them to CVS there is some more work ahead of me. Also I have a vastly accuracy improved deepsky.dsc galaxy file that will go to CVS soon as well (together with the largely recoded corresponding PERL galaxy extraction script).
