Disabling the top drop down menu.

Windows XP, Dell integrated video (Intel DVMT), 512MB RAM. We are using Celestia for student learning. We have programmed a Kensington mouse to run menu options associated with Celestia. We are running in 800x600 (Not full window). What I need is a way to just keep the top menu bar from dropping down thereby keeping little hands where they should. Does anybody have any ideas as to how I could do this (short of writing code to update the Celestia program)? It would greatly help us.
