Celestia already can be controlled using a joystick. Please read the file "controls.txt" that's included in the main Celestia directory. Joystick controls are described down near the bottom.
Someone would have to write the code to support different control conventions. The current developers are concentrating on other improvements. It might be possible to persuade them to include new control code, if it has been written to integrate well with Celestia.
And don't forget that one of Celestia's design philosophies is to be as physically accurate as feasable. Steering in vacuum is much different from steering in water.
