is there anywhere a celestia development roadmap ?
Like V1.3.2 will include this and that, V1.4 will implement this...
In the same objective, wouldn't it be a good idea to have, within the celestia website (http://www.celestiaproject.net/celestia) a kind of addons database referencing all (most of ?) the addons developed ?

No, there is no official roadmap.
The developers add what they feel like adding when they feel like adding it. I'm sure Chris has a very long list of features he'd like to add "someday", and there are a few things he's "contracted" to do along the way. However, the only features you can be sure will show up in a particular "final" release are those that appear in its "prereleases." Or that have been committed to the CVS archive on SourceForge.
There is no "official" database of addons. People come and go, Web sites come and go and Addons come and go. It'd be nice if someone could provide a high performance Web site with many GigaBytes of storage for all of Celestia's Addons, but that hasn't happened yet.
In the meantime, some people try to provide lists of Addons and their locations.
for example,
Arnaud has a database at
http://arnaud.macron.free.fr/recherche.php
Mike has a commented list at
http://mikecelestia.bravehost.com/
Jeam Tag has several lists with pictures at
http://jeam.tag.free.fr/CELESTIAhtml/Celestia-Addons.htm
