"This European-led international collaboration has resulted in the development of a new model for nutation (small periodic motions - 600 metres - of the Earth's axis as it revolves around the sun). This has made it possible to improve the global positioning reference framework by modelling the Earth's orientation in space with an unprecedented accuracy - the accuracy for the nutation model has now dropped from 2 metres to within 2-3 centimetres. This is of great importance to European and international satellite missions and will help to improve our understanding of the planet Earth and in particular of its interior."

I think the correct term for this one is "feature request", not "bug report".
Bugs are things that go wrong with the program, not things it just doesn't happen to do.
Celestia doesn't yet support precession of the Earth's axis, let alone nutation.
