How to fix the polar axis?

Hello. Sorry if these questions are already answered, I couldn't find them. Thanks in advance for your reply! =)
1. Is it possible and how to fix the polar axis during the rotation of the planets? (North is always up as in Google Earth)
2. Is it possible and where to download all currently known small bodies of the solar system?

this doesnt make any sense. north is oriented north by default. i dont understand how it could possibly be oriented any other way unless you messed with the files

When moving towards a feature, north is indeed up. But when the object is rotated (with the right mouse button), the polar axis collapses. Didn't do anything with the files, clean install without add-ons. It was in all versions.
