There's one more developer, Clint Weisbrod, but I don't know if he was a forum member.

There are two more developers, Clint Weisbrod and Bob Ippolito, but I don't know if they were forum members.
I think only Alexell can give members the developer role, though he is inactive in the forum as of late. You can try messaging him either on the Forum or through Email and send him your request.
