stars.dat is a binary file.
The program to create it is included on SourceForge.

If you can, define or redefine stars in an STC file.
If you specify the star's HIP number in the STC file, it will replace that star defined in stars.dat

When you say "included", do you mean it is with the celestia directories on SVN, or is it entirely separate from Celestia and happens to be on SourceForge as well?
