While such exaggerated nightlight images make great wallpapers, what is needed for Celestia(.Sci) are radiance calibrated nightlight textures. Such data do exist. This subject was discussed and experimented with ~4.5 years ago here

It should be possible to calibrate the above new nightlight maps by means of the existing radiance calibrated textures.
