Since making code for addon planets in Celestia is long and boring even when you copy and paste the previous code and simply edit the numbers/names, is there any program that could generate random numbers and place them in proper .ssc code format?

Well, there were several projects started. A search in in the forum will reveal them.

Or you can try to look under "Utilities" there I once put some links together for just such a question. You could try this one http://shatters.net/forum/viewtopic.php?p=108055#p108055. But it's already quite old, so it won't use the new features for the planets.
