self illuminated properties of clouds and nightlights

Hi all,
Is there anyway I can change the properties of the clouds on earth or venus or saturn, or nighttime lights on earth to be set as self illuminated therby completely ignoring the lighting in the solar system? If so where is this done?

Another way of putting this question.

When I adjust the ambient light in the solor system can I have it exclude or include diffent objects or planets? so say the whole solar system is set to ambient =none but the clouds on earth are set to high ambient.

Steve,

The SSC directive

Emissive true

will make an object seem to glow, although it won't illuminate other nearby objects. I'm afraid that's the closest to what you're asking for.
