translate scripts to persian language

Hi all.
I'm a Persian Celestia user and very interesting in it.I want to translate some cel or celx scripts to Persian.I used Gedit in Linux and Notepad2 in windows for converting ANSI to UTF8.But instead of Persian character,"?" showed.
I examine Arabic and the problem also there.But some languages like Greek have no problem.
What should i do?
I attached a picture of this problem.

smhr,

On Windows, you may want to try following these steps:

1- Go to Control panel > Regional and Language Options > Languages
2- Check the box "Install files for complex script and right-to-left languages"
3- Now go to Regional and Langauge Options > Advanced.
4- Under Language for non-Unicode programs select your language.
