Italian ADSL connection's problem

Just to inform all the Celestians how the italian providers consider an Internet connection.
After having done the pay contract in April, suddenly I find that my line doesn't go in upload for files over the 50 kb (altogether, nor per second) but just for few lines of text, while in download all it's fine. I call the operators and did explain the problem. Reply? There is no problems, because if the download work - they said - the line works at all. With my friends armed and ready of laptops and different routers plus Linux and another Win OS, we did notice how in upload my line doesn't go neither with others computers nor with other OS (this operation avoided the problem of my NET settings, because from they home with their own configurations my friends did sailing very well). I re-call the operators again (about 50 times in total until now) and finally at the end of May (meantime I've uploaded here from an Internet point of my village) one operator call me and did tell me of trying now. All work fine, I go in upload as fast as permit by my contract. About one month ago (November) the problem repeat itself. I call again and again, the replies are the same (if you downloading then all works), yet as long as when I attempt to explain how an operator was able to resolve the issue. The operators are time after time different and doesn't clip the users problems, neither the solutions adopted to resolve it. For they the problem it's mine, although the facts says the contrary. Moral of the story, I'm still waiting for a solution, which doesn't consist in a change of financial provider, but in a change of physical grips, dip switch or logical port inside the telephonic central. Did someone has had the same issues? Mind if this was happened to one which is paid for working with a computer; I do not work with the computer, but I pay the provider, and this perhaps authorize they in tell what they says about the download vs upload? Welcome to Italy.
