My goofy idea

I wouldn't qualify this idea as "goofy". From any logical or idealistic point of view, military expenditures are a huge and meanigless waste of ressources if you consider humanity as a whole. And the inertia of the people on this particular subject (well, and on many others) is despairing.

As for gangrene, that's what laws and the world's prison system are all about. Have they worked? NO!

Yes they work. Though no european country has the death penalty, their crime rates are far lower than those of the US. And the EU has the second economy in the world. Although it's far from an optimal example, it shows that you can be rich AND (moderately) peaceful WITHOUT oppression or repression.
What I mean is that it IS possible to change human society without having to resort to killing or other repressive measures. It might take longer and be more difficult to achieve but I think that the result would be more stable.

It just doesn't make sense, to me, except to DOMINATE SPACE

This worries me only moderately. That kind of ideologically driven plan always collapses, sooner or later.

Bush have to cut weapons budget at least for a half,because USA military increasing bugdets are the biggest threat for the world,not the terrorists.Why a country have to have so many weapons than the other countries combined,and even spending more and more money?It?s nonsense.
We have to go to Mars before 2030.This year is very far away in the future,and many people will not be alive or very old.
It?s USA obligation to send a manned trip to Mars no later than 2020.And the military race have to stop,now.
