India's space agency (IRSO) has launched an unmanned lunar probe, Oct 22 2008. It carries several experiments, including an impactor, as well as several other international packages.

Absolutely! Unless LRO gets delayed past Chang'e-2 or Chandrayaan-2's launch, it'll be next.
