Small mass planets around pulsars

Many people said that the smallest of planets found has about Neptune??s mass.But when they said that,they are talking about planets orbiting normal stars.In Celestia,we have Earth mass planets or smaller orbiting pulsars like PSR 1257+12.Anyone can explain why is so much easier to find small mass planets around pulsars than orbiting ordinary stars?Are these PSR planets confirmed or is just theoretic?

Confirmed.

Pulsar periods are very easy to measure to very high accuracy.
Variations in pulsar periods are very easy to measure to very high accuracy.

Planets cause variations in pulsar periods.
