Political boundaries overlay texture for Earth (1.3.1pre9)

This has been requested a couple of times in the forum, but the available cylindrical maps are all outdated. However, I've been able to harvest current national boundaries from the World Vector Shoreline and World Data Bank II databases, since most new countries have been created within the limits of old internal borders.
I've used VirtualTextures, so this add-on will only work with 1.3.1pre9 and above. At present the tiles are in png format for a small download - I haven't noticed a serious problem with memory in handling 1024x1024 pngs, but please feed back if there are difficulties; dds is another option.
