Educational institutions, like the University of North Carolina at Chapel Hill. which hosts ibiblio and the Celestia Motherlode, are required by law to immediately block Web access to any contested Web content whenever they receive a DMCA notice. However, if you can provide evidence that the DMCA notice was wrong, they will restore access within 14 business days. By following this procedure, they are legally protected against multi-million dollar lawsuits in the case of real copyright infringements.
