A Web search located several commercial 3D paint programs.

Amazon 3D Paint
BodyPaint 3D
Deep Paint 3D
Flesh 3D Paint

Also, Maya includes a 3D painting tool, PaintFX.

MeshPaint 3D may be freeware, but seems to no longer be available.
