what is a normal texture? - newbie question

please forgive me for asking, but i'm new... what is a normal map? 
Just do a search on "normal" or "normalmap", and you will find lots of info. Basically, a normalmap gives an image 3D height information, but does it differently than a standard bump map. I'll let the experts take it from there.
