hey guys, a good aplication to convert files to png, or to make them is the macromedia flash.
it has the posibility of "publish", that is like export. and it has many options, like html, jpg, png....

i used it to transform 4k png or jpg to 2k and it works very well.

Celestia is a multi platform application. I suppose you talk about Windows without mentioning it. Don't forget the MacOS and Linux people.

Any image manipulation program would be at best good for the trash can if it was not able to reduce images in size. You should rather investigate, with which mathematical algorithm the resizing is done. That is what finally determines the quality of the result!

Good image manipulation programs offer a number of different algorithms. The better the slower, that's the generic rule.

What method does your program use?

i really dont know.
this is a program to make flash animations not to work with pictures. but found that is also posible to do textures reduction. and its very simple, like the paint of windows, but the diferences are that you have rulers, and that the resolution of the texture is not changed.
