I’ve a video card with Radeon 9000 that should support pixel shader and vertex shader as written in card features, but in my celestia specular and bump don’t work maybe because I can’t enable Ctrl-P Ctrl-V.
I should have the latest driver downloaded from ATI web site as follow:

and I’ve downloaded direct 8.1b from Microsoft web site.
