Well I think im going back to jpg files...For some odd reason the only files that I compress using the dxt format that look any good are files up in the ranges of 2048x1024 or higher...For some reason 1k files look like supercompressed jpgs and look quite awful...Uncomprressed hardlocks my computer as does most of the other formats other than dxt3 or 5 for a specular....so unless someone else knows of another way of doing it to where the image doesnt look like legos its back to good ol jpgs for me...

Sounds like it may be loading a lowres mipmap and not switching to the final file. I'm not sure how to fix it if this is the problem though.

Yeah me either...Im guessing the current compression is ment for higher resolution files only...This mip mapping doesnt appear quite as blocky on the higher textures....
btw look at this

I like the dark effects in that picture...Notice the night lights and the cloud shadows...wow!

oK I seemed to have fixed the cubic problem...By increasing the dpi of the image I now have effectively reduced the look of blockyness...but have noticed a bit of pixelation that now seems to be a side affect of the compression...I am now wondering if anyones found a supreme tutorial on all the different nvdxt commands and what thier uses are...I suppose there has to be a filter that will reduce the spotty look of the textures...This is noticable mainly up close...but acceptable...but still knowing me I cannot settle with second best
