Yes, for sure. Here you see as an illustration my 16k normal-map of the Andes region on a uniform (dark orange) texture.
I made many experiments in the past trying to compensate the main texture shading by means of an /inverted/ bump-map in GIMP. It works nicely, but generally one encounters artifacts that seem very hard to avoid with this method. Sorry no time left to go on...perhaps more tomorrow. It's a long story.
