I have a virtural texture for the earth and for the moon. When I switch the earth to use that texture and then I go to the moon and switch its texture it changes the earth back to the normal texture. I don't know if this is just how Celestia works or if it is becasue of something I have done. I can show my file system and any of the files if it would help. I have also noticed this with other planets. I changed the texture of earth and then changed mercury and it switched earths back to the normal one. I also noticed it with Mars and its moons. I have my textures in the extras folder and to change the surface I right click on the object and change it under the alternate surface choices.

That is how AltSurface is designed to work.
There is only one AltSurface name active at a time.
It is used to select AltSurfaces for all objects at once.
Here's another way to describe what happens:
If you define an AltSurface for each of many different objects,
and if you give all of those AltSurfaces the same name, "Ornament" for example,
then when you select that AltSurface name "Ornament" while visiting one of those objects,
and then go to another of those objects,
you'll see whatever AltSurface associated with that object which has the name "Ornament".
If no AltSurface with the name "Ornament" is associated with an object that you visit, then you'll see its "Nomal" surface.
(Note that there is an ambiguity in Celestia's terminology here: the term "Normal" also refers to a type of texture used as an alternative for BumpMap textures.)
