Pardon my intrusion here, but the question is irrelevent...
With the wealth of free graphics programs available nowadays, it doesn't matter what format you find an image in. All you hafta do is convert it to your favorite format.

A vote for .png
However, only .png (among these choices) permits a file to be downloaded and converted to any other desired format without compression artifacts arising from intermediate file types. Its ideal for specular, light, bump, and normal maps. .DX3 is ideal for cloud maps. And for surface maps, you can get away with .jpg if the compression is kept low (95%+ quality).
I prefer by far the png version, which I convert to dds to use in "medres", and put in "hires" folder.
However, I'm happy with dds when the texture in png format would be a pain to convert : to big in size or too much files to convert (VT case).
I think it's better to release in a lossless format, as png is. JPG is the worst option in my mind.
