Orbital Elements

In looking at http://ssd.jpl.nasa.gov/sat_elem.html in order to get an improved SSC file, I noticed that the orbital elements are either
Mean ecliptic orbital elements, Mean orbital elements referred to the local Laplace planes, Mean equatorial orbital elements, or Planetocentric orbital elements. Which ones are used by Celestia? Does anyone know how to translate from one set to another?
