They are talking about Celestia 1.3.1 pre many times and even some models are being made with him.I would like to know when Celestia 1.3.1 will be available

If you are using Windows and would like to test-drive some of the new features, pre-release versions of Celestia can be downloaded from http://63.224.48.65/celestia/files/. The current pre-release version is 6 (celestia-win32-1.3.1pre6.*).
