I agree with this assessment. I work with Celestia 4 years.
The structure of the files depicted in the screenshot, I really did not like:
Zemlyanin developed a new structure, which was used for Celestia Extended Pack v3.0 assembled in Russia (2014):
data folder is renamed in catalogs.
extras-standard folder is renamed data.
extras folder remains empty. It is intended for the user.
New folder lua-applications.
