I've recently built SVN version 4814 which (amongst other things) has some useful scripting enhancements by Vincent ie. getURL / setURL methods.

This can be un-zipped to any 1.6.0 Celestia folder.
(Note: I recommend retaining the original 1.6.0 executable by creating a new shortcut to this celestia4814.exe, however, if you don't care to retain the original 1.6.0 version, then just delete/archive it and rename this one to celestia.exe)
