How does the InfoURL line work in an ssc? Are you supposed to be able to click an object with that attached and be able to go to a related page in a web browser?

That's right. Right-click on the object and select "Info" from the menu.

Is there a way to add it to a star that's already in the stars.dat file? Or to change the URLs that are linked to there?

e.g. I'd like to be able to point from Epsilon Eridani to the Solstation URL rather than the SIMBAD query...
