startup bug

I installed the latest official build 1.5.1 and ran it successfully right off the bat. However when I shut of my computer for the night and came back to it the next morning Celestia never ran again. The splash screen would display and appeared to be loading some files but then the splash went away and nothing else happens. I uninstalled and tried 1.5.0 same error, then went back to 1.5.1 and grabbed the latest dev files and updated. Same bug. I opened up the command line and executed "celestia.exe --verbose>debug.txt" The resulting file debug.txt:
Error getting joystick caps.
Couldn't load localized resources: locale\res_LANGUAGE.dll
System:
- Windows XP SP2 32-bit
- ATI HD4850
-- Catalyst Version 09.1
-- OpenGL Version 6.14.10.8395
-- Catalyst Control Center Version 2009.0113.2222.40119
Could someone post their res_LANGUAGE.dll (most likely in the folder C:\Program Files\Celestia\locale ) and I will try to put in it and see what happens then.
If it's a graphics card/driver bug I wouldn't know why it would work the first time and not any of the other times, and I didn't modify the graphics card drivers in anyway.
Update:
I went ahead and installed 1.5.1 on XP 64-bit on the same hardware as above. It works great, even after I close and reopen the program. Here is the verbose output of a successful run of the program: http://pastebin.com/f6d8889b1
Apparently it inst the missing res_LANGUAGE.dll after all.
