I have just downloaded Celestia 1.4.1 for Windows and tried to run it for the first time on Windows XP but I get an error:
What does this refer to and how can I fix it?
The debug option does not work.

It suggests to me that there was a data transfer error so that the file is corrupted. I'd suggest downloading it again.
Make sure you are not trying to use a download accelerator. If you have one installed, disable it and/or delete it from your system. Also do not use right-click and "save as". Neither of those can do the right thing. SourceForge has its own method of handling downloads. You have to left click on the download button and then select an appropriate SourceForge download server.

How big is the file that you've downloaded?
If the file is corrupted, it's likely to be the wrong size.
XP's properties menu should show that the installer for Celestia v1.4.1 has a Size of exactly 14,636,425 bytes. The "Size on disk" varies depending on the disk was formatted. On my system it's 14,639,104 bytes.
To view the properties menu, right-mouse-click on the file's icon. That opens the rmb-popup menu. Then select Properties, which is the bottom most option in the rmb-popup menu.
Unfortunately, XP doesn't include a checksum verifier. One has to be downloaded.
