Display of slower timerate is wrong (WIN32)

With my latest CVS version (and all final predecessor-versions!) the display of the slower timerate is wrong.
Press the key [K] one time to slow down the timerate: Celestia flashes "0.1" in the lower left corner - So far so good.
Press the key [K] more times and Celestia will always flash "0.0" instead of 0.01 ... 0.001 and so on!

Since this behavior occurs also in 1.3.1 / 1.3.2 and 1.4.1 I wonder if this is a feature or a forgotten bug. :D
