I am using Celestia on an "Evil Kyro" 64mb video card. I have definitely verified that it is supposed to support two modes of bump mapping, but I don't see anything. I have the latest drivers, I know there are bumpmaps associated with certain moons and planets, and yet I see nothing.
Is this just something I'm doing?
The only guy in America pissed because he DOESN'T have bumps,

WHICH OS?. There are good reasons, why we are asking for a specification of the OS.

Unfortunately, this issue is still somewhat mysterious, beyond your particular problem. The way Chris has implemented bumpmapping with external bump files, also produces a SEGMENTATION fault under Linux as I wrote, while it works under WinME with my GeForce 2 GTS card.
Even there, it is still somewhat "vulnerable". The maximum bump file size is 2k and it must be identical to the size of the texture file.
It's simply in an early stage of development...
