Where is gone avatars setting?

Chris, I have seen that at the bottom of the page "Profile" there is the following script:

Avatar control panel
Displays a small graphic image below your details in posts. Only one image can be displayed at a time, its width can be no greater than 80 pixels, the height no greater than 80 pixels, and the file size no more than 12 KB.
Current Image
Delete Image

but are no more possibilities to add default or own avatars.
A bug or a change?
