Is it possible to toggle full screen display mode from a script command?

Yes.
In the Celestia icon "Properties" write as follows (change whar differs, obviously):
C:\Programs\Celestia\celestia.exe --fullscreen
This is OK with WIN XP.
Please note that after .exe there are TWO spaces, not one.

If you mean that you wish to switch to full screen using a CEL or CELX script, it does not seem that this is possible.
