I can't say why, but I can't seem to make it work no matter what I do. I messed with this thing for 2 hours and no luck so far. The odd thing is, the Blue MarbleDDS VT works fine, so I don't understand what is going wrong. Th e Moon16KVT worked in the last release candidate just fine. I've even tried duplicating selden's setup, I've renamed the folder and everything, spaces, no spaces, underscores, all different kinds of ways and made sure that the names were right in the ctx and ssc files. I tried changing solarsys.ssc, etc. and nothing seems to work. I can't even get an alternate texture option for the Moon unless I make an ssc file like selden's screenshot has, which I didn't need before. Why on Moon doesn't the texture come with this file if it is important?

Don't mean to sound complainy by that last question but this is driving me crazy! Someone please take pity and help me :(

I can't find any 16K VT moon map on Praesepe's Web site.
Where did you get it?

There are 8K VTs on Jen's site, though.

Is this the one ?

I had troubles with this one when I first tried it,
if I remember all the steps correctly I think this is what I did :--

In "Extras" make a new folder, I called mine "moon16k".
In "moon16k" folder make a new folder "textures" and in "textures" make a new folder "hires"
In "hires" make a new folder "moonVT"

Extract all the level folders from the zip and put them in the "moonVT" folder.
Extract the file "Moon16KVT.ctx" from the zip and put it in "hires"
Use a text editor (notepad) to change a line in the .ctx thus :-
From -- ImageDirectory "Moon16K VT"
To -- ImageDirectory "moonVT"

In Notepad make a file like this :-
--------------------------------------------
AltSurface "16kVT" "Sol/Earth/Moon"
{
Texture "Moon16KVT.ctx"
}
---------------------------------------------
and save it as moonVT.ssc into the moon16k folder.

cross your fingers and run Celestia

I have used a bit of a mixture in folder/file names which need not have been done that way, but I was exploring why things were not working at the time (I was new to VTs ) and I just left them like that.
I hope I have remembered all the changes I made ! I will be (re-)installing it all to my new Celestia1.3.2pre1 later, so I will follow my instructions (above) and if I have left anything out I will come back and edit for you.
Anyway, it may give you some ideas as to why your installation is not working
