I downloaded Celestia 1.3.0 and saw that 'hires' folder is empty?! Where are those textures? How can I download them? Please, give me the link.

The Hi-res folder is empty because, it is there for you to add bigger textures too.

Then when viewing that planet press Shift-R to view the Hi-res texture
and R to switch back to normal texture.

as for links, look around the forums (textures forum is a good one)
and also look at some of the forum useres home pages too.

I suspect it's empty because if it was included in Celestia the size of the install file would be several tens of megabytes at least...
