Running Schedule of Shatters.Net?

Since quite a number of days, shatters.net appears to be out of operation during most of the central "European working day" and returns into operation when Americans tend to become "active users": Qualitatively, this is around 6:30 pm Central European daylight Saving Time (CEST) or 9:30 am Seattle time (PDT).
Curious question: is this an accident?

The machine that was running shatters.net had a hardware problem that caused it to shut down intermittently. I would restart it after shutdowns, but couldn't do this while sleeping. That's the reason that the shatters.net was on a Pacific Daylight Time schedule.
Normal operation should be restored now.

Yeah, thanks for the "official clarification" of my question . However I found it myself meanwhile, after you wrote in the dev list
