I suspect Chris is the only person who really understands it.
Almost all of the rest of us are like you -- we hae to try it and see what it does. I agree that the description really isn't very informative. I haven't managed to find the module in the source code that actually implements it, either. (or that implement many of the other interactive commands, for that matter.) But I haven't spent a lot of time looking, either.

Well from what I notice...the chase function seems to be a cross between follow and sync orbit...It moves with the objects orbit allowing you to also see it rotate and revolve...Other than that Im not sure...because when I use it on a moon or a main planet it seems to act more like sync orbit...but using it on a sattilite like the monolith or one of the space stations it seems to follow the object while seeing it also rotate...Would explain the name chase a bit I suppose...
