Is there a way to add a model so that it can be seen when looking at the galaxy from outside?
I want to add a map for a game that will show up as borders floating in the galaxy.
Is this possible?

Yes.
A model that holds a flat picture is available on the MotherLode, about halfway down the OA page at
http://www.celestiamotherlode.net/catal ... onsarm.php
So long as this is for a non-commercial purpose, and 2D outlines are OK, you could draw on Steve's picture.

Otherwise, you'll have to come up with your own image.
Adding 3D borders would be somewhat more work, since you'd have to create models for them. Simple spherical models are easy, but complex shapes might not be.

They're cmod models drawn using lines between vertices instead of triangular patches (linelist instead of trilist). I just changed the colors in the ASCII CMOD sphere models that I used for my coordinate sphere graticule addon.

well it is for a RPG game I am creating with a few friends. I had an idea for a cool webpage art and wanted to use celestia to show the galaxy and use a image to show the borders of the empires etc.
Maybe for a later time, when i know celestia a little better, I will add transparent shapes that show the boundries of the setting.
I'll look at his model and see if I can figure out how to work from there.
